Overview
Release Please bumps the Java server SDK from 7.15.0 to 7.16.0 across the release manifest, Gradle version, Version.SDK_VERSION, and CHANGELOG.

The new 7.16.0 entry records one shipped feature (from an earlier commit, not in this diff): FDv1 streaming and polling data sources now follow the RETRY specification for reconnect/backoff behavior. This PR is packaging and version alignment only—no runtime logic changes in the diff.
